Anything in logs/error_log ?

In logs/packetfence.log, any message similar to:
- ERROR loading authentication::radius ...

You can also check if your radius authentication module compiles:

cd /usr/local/pf/
perl -c conf/authentication/radius.pm

You should get:
conf/authentication/radius.pm syntax OK

If none of that leads us anywhere, let us know and I'll tell you how to
add debug statements to get more information.

That's fine.

Cheers!
