Apache is pre-configured to handle hundreds of simultaneous users hitting the captive portal. This was a memory trade-off. If you don't need to handle that many users you can change in your conf/templates/httpd.conf: # low-memory values MinSpareServers 1 MaxSpareServers 10 StartServers 5 Away from the 50 to 100 child we usually run. This should shave some memory.
