Apache is pre-configured to handle hundreds of simultaneous users 
hitting the captive portal. This was a memory trade-off. If you don't 
need to handle that many users you can change in your 
conf/templates/httpd.conf:
# low-memory values
MinSpareServers 1
MaxSpareServers 10
StartServers 5

Away from the 50 to 100 child we usually run. This should shave some 
memory. Then there is pfsetvlan which is very memory hungry but we never

got any time or sponsorship to look into it:
