In both your conf files you have your PF server box's IP set as the gateway for the network, unless you are running some type of linux routing kernel that will not work, try setting the gateway ip for the networks as the ip of the router usually in your case 192.168.x.1 .

I have the port on the switch that pf is plugged into set as an 802.1q trunk and in the network settings in CentOS you have to add eth0.2 and eth0.3 (where vlans 2 and 3 are the registration and isolation vlans).
