If access is restricted to authorized staff then just don't configure
the AP ports to be 'packetfenced'. Otherwise use the 'Floating network
device' for APs that are not tunneling to their controller and do a
category with an AP VLAN for those who tunneling to a controller inside
a single VLAN (the aforementioned AP VLAN).
