What you can do is tell PacketFence to return VLAN -1 on RADIUS requests
coming from a registered user connecting to the open WLAN. This will
make FreeRADIUS return a deny on the connection. This requires to have
the SSID name in the RADIUS request.
How can I redirect wireless clients directly to the signup page so they
are not tempted to login with the username/password when they connect to
the open WLAN?
It is not currently possible unless you want to customize the code.
Also, there is a bug filled in which authentication modules won't be
initialized if you don't go through the login screen first.
It will probably be fixed in next version (3.6.1)
