Doesnt PF support a timing connection before having complete internet 
connecction for a sponsored access ( let guests check emails ) ?
might be what u are looking for.

    It is not currently possible unless you want to customize the code.
    Also, there is a bug filled in which authentication modules won't be
    initialized if you don't go through the login screen first.

    It will probably be fixed in next version (3.6.1)
