Jake,
PFv4 will surely need a bit of modifications both from 3.5.2 or 3.6.1.
The latest version of PackeFence introduce a couple of new features but mainly some enhancements regarding existing features like guest registration, inline mode, pfdhcplistener traffic handling.

From my point of view, if you're ok with your current version, stick with it. 3.6.1 does not include some major stuff and will not really change the way to upgrade to PFv4.
