I had the same issue while trying to get Packetfence working with Ubuntu
12.04. Fabrice has updated me about this issue. He states, "i have seen
this in one of my setup, i think the problem come from the service i try to
stop in the postinst.
It will be fixed."

Since then, I have moved over to CentOS 6.4 and successfully got
Packetfence installed. I would suggest giving that a try and see if it
works for you until a fix is released.
