Jason,

Yes the change is supposed to take place immediately if the node is currently 
"connected".
Looks like a deauth issue.
Can you double check the logs (less /usr/local/pf/logs/packetfence.log | grep 
"ERROR") and see if there's any SNMP or anything related to deauth
