How do i start http process in Ubuntu similar to what you have explained below 
for CentOS?

Hi all,

can you send me the list of http process running on your server ?
ps -edf|grep http

Can you try to launch the httpd.admin process by hand with:

/usr/sbin/httpd -f /usr/local/pf/conf/httpd.conf.d/httpd.admin
      -Drhel

and see if there are some error in the corresponding logs files ?
