here what we do in the spec file for the po files.

/usr/bin/msgfmt conf/locale/$TRANSLATION/LC_MESSAGES/packetfence.po \
--output-file conf/locale/$TRANSLATION/LC_MESSAGES/packetfence.mo

change to a few lines in the .po file, but those changes aren't
reflected on the webpage, and I assume the .mo file is some sort of
prebuilt hash.
Restarting PF, and moving the file and then restarting PF and
neither one recreated these files.
