By the way,  if I jack in a windows machine that is not logged in (sitting at 
logon prompt), I get the following error:

defined: Replacing with macDetectionVlan (pf::vlan::fetchVlanForNode)

How does one set a vlan for a device that a name isn't detected for?

It's already there, just uncomment it.  You'll find it in 
/usr/local/pf/lib/pf/vlan/custom.pm
