I'm currently testing pf with OpenWRT AP, so I can answer to your point 2 
below: 
We have flashed some low-cost Ubiquity (unifi and bullet) AP with openwrt 
(latest version), to configure them according to packetfence documentation. 
Currently we only test the VLAN enforcement base on open SSID (MAC 
Authentication, no 802.1x) , and it is working well. 

The users can self-register if you allow this, or they can be provisioned in 
packetfence internal database. 

I guess that 802.1x would be work samewise, as it is just a different 
configuration on the AP.
