For setting the password, I'd run the following command:
htpasswd -d /usr/local/pf/conf/admin.conf admin

Then you should be able to enter in the password you want.

As for copying over the configs... in my experience, you basically just
need to copy over the pf.conf and networks.conf files over.  I've never
done an HA setup before, but I imagine those would still have all the
information you'd need.  Check those two files for IP Addresses specific to
the servers.
