OK, I have now figured out why the device was not quarantined properly -
apparently, the "default" section of the switches.conf file was what
muddied the waters. I got rid of that and then things started falling into
place.

One issue still remains, though - when I unplug the cable for a node
altogether the status of the corresponding port on the switch does not
change even thoughit is supposed to go into the "MAC verification" VLAN. So
this is what remains to be sorted out.
