Yes, you may have to do that to get an up to date configuration but most people
shouldn't have to.
Try it without first. It will not prevent you from upgrading.
At worse you may have to do it when restarting the PacketFence services for the
first time.

You have to upgrade the database as mentioned in the UPGRADE documents.

Because that is the correct command.
It's an easy mistake to make when you spend as much time on RedHat systems as
on Debian derivatives.

The kernel manages memory allocation.
If it takes minutes to free memory you have a much larger problem than
upgrading PacketFence.
