Then we must rule out the possibility that the computer you are using is
sending the wrong password itself.
Either use another computer, make sure the credentials are not saved on the
machine, or much better yet use eapol_test.
eapol_test will allow you to see both ends of the connection and will eliminate
the guesswork.
The FreeRADIUS wiki has instructions on building eapol_test:
