Yes. E.g.:
 # /usr/local/pf/bin/pfcmd node edit 00:0c:29:eb:19:02 category=gaming

There’s an addons/import-node-csv.pl that might help you. 
I’ve also been known to simply do a ‘LOAD DATA INFILE’  into the node table in 
mysql.

A complete rewrite of pfcmd is planned for PF5. 
It should allow us to add functionality easily which is a problem with the old 
monolithic, all in one, big bag of tricks current pfcmd.
