This looks like a process from the old version is still running.
Stop all pf services as well as packetfence-config.
Make sure there are no processes left running by looking at the output to ps.
If there are any, terminate them with extreme prejudice.

Then restart the services.

The issue has nothing to do with password hashing.
The old passwords are still supported.
