The problem is that I have the following in my pf.conf:

[captive_portal]
network_detection_ip=10.0.4.3

I have manually verified that 
http://10.0.4.3/common/network-access-detection.gif  is accessible. Here 
10.0.4.3 is the IP address of the internal interface of the PF server.
Why does it try to access 192.95.20.194?
