Well, again, don’t mess with /etc/raddb. It is not used anyway so you are just 
wasting time.

Don’t change the EAP type. Actually, don’t change the radius configuration. 
You should not have to.

You say you want 802.1x with MySQL and a captive portal using PEAP.
The MySQL part does not have much to do with the 802.1x. 
Unless it contains the cleartext or NT-hashes of your passwords then it’s 
irrelevant to 802.1x.

So first find why 802.1x is failing.
Run freeradius in debug mode as someone suggested and look for the error in the 
output. 
Why is it failing authentication, if it is? 

If you are already sent to your registration VLAN then you are almost there.
