I don’t think that’s supported in 5.2, but it would not be a big undertaking to
modify lib/pf/services/manager/dhcpd.pm to generate a dhcp config that returns
a list of domain-name-servers.

This is the part that I am not sure I understand correctly.
If this is just about using a different dns in inline mode then you can simply
change the dhcp configuration as suggested above.
As far as forwarding a dns request to another server, that is not supported.
PacketFence will let the client devices query whatever dns you have entered in
networks.conf, as long as those clients are registered.
Unregistered clients have their dns requests intercepted and redirected to the
local pfdns process.
