Hey MJ, 

Are you running pf on Debian 7 also ? If not, what is your dhcpd version ?  

This issue looks like the following isc-dhcp bug, supposed to be corrected in 
isc-dhcpd 4.2.1
(according to 
https://kb.isc.org/article/AA-00852/0/DHCP-4.2.5-Release-Notes.html) 

- Disable the use of kqueue in the ISC library.  This avoids a problem
  between the fork and socket code that caused the dhcpd process to
  use all available cpu if the program daemonized itself.
