That should mean it's not enabled then.

A little bit, but not fundamentally.


The real question to me is where do those "proxy error" come from in your logs.

What does the output of ps auxww | grep httpd show? 
Do you have any other httpd processes running apart from the usual 
(httpd.admin, httpd.portal, httpd.aaa, httpd.webservices)?
