PacketFence is not still available in Strech, i have issue with wmi.

Not possible.
3.) Are there any guides or insights for building Packetfence from
source that you all are aware of?
Take a look in the debian directory where you can find how we make the
debian package.
4.) Is there any sort of plan to move towards Snap or Flatpak?
