I have installed Packetfence-Zen and the server obtained an IP address thru DHCP. The address was assigned to eth0. I replace the IP address with a static one another one from the same subnet by modifiying the file /etc/sysconfigs/network-scripts/ifcfg-etho. Then I did an iptables –F and setenforce 0. I could no longer access the web interface of PacketFence although I can ping the new static IP
address. Even a reboot of then server could not allow me to solve the

This is certainly caused by your iptables configuration. Try to stop iptables through pfcmd:

#v+
pfcmd service iptables stop
#v-

you should have:
#v+
# iptables -S
-P INPUT ACCEPT
-P FORWARD ACCEPT
-P OUTPUT ACCEPT
#v-
