Hello Nicolas,
        I have reinstalled PF-ZEN. Before going thru the configurator, I did 
all the changes I needed on the networking side, I stopped iptables then reboot 
the  server. Upon coming back I could access the server using the static IP 
address.
There is probably a shorter way to get the same result, but I don't know Linux 
enough and I am new to PF.

This is certainly caused by your iptables configuration. Try to stop iptables 
through pfcmd:

#v+
pfcmd service iptables stop
#v-

you should have:
#v+
# iptables -S
-P INPUT ACCEPT
-P FORWARD ACCEPT
-P OUTPUT ACCEPT
