I have interesting news!

We tried to install on HyperV VM. Everything is the same as Proxmox VM, only Hypervisor different.
And, PacketFence is working! (debian minimal install).

But that wasn't enough, I tried to install on Proxmox cluster another physical machine, and working!
The essential difference is the processor:
- failed install have  Xeon E5405 CPUs
- successfull install have Xeon E5-2660 CPUs

I think this is KVM problem. (or KVM + systemd mistake)
We operate many Proxmox clusters, but i haven't seen similar KVM problem.

Sorry for this stupid mistake!

packetfence-httpd.admin service not started, i think in http.admin service is running web configurator.
