Yes, I noticed the downgrade only after I did the _link. Will
fix/upgrade the OBS pkg later today.
Looks like the newer snapshot was the only relevant difference.

Package has been updated to last snapshot but the problem is still there.
I think that adding tag "Requires: libopenssl-devel" to devel package
will solve the problem.
