HTTP-Anforderung gesendet, auf Antwort wird gewartet … 403 Forbidden 2021-10-07 10:41:56 FEHLER 403: Forbidden. The link http://packman.inode.at/suse/openSUSE_Tumbleweed/repodata/ repomd.xml.key is, e.g., from http://ftp.fau.de/packman/suse/ openSUSE_Tumbleweed/packman.repo. As already told, the packman.repo files of the mirrors are still: [packman] name=Packman repository (openSUSE_Tumbleweed) enabled=1 autorefresh=0 baseurl=http://packman.inode.at/suse/openSUSE_Tumbleweed type=rpm-md gpgcheck=1 gpgkey=http://packman.inode.at/suse/openSUSE_Tumbleweed/repodata/ repomd.xml.key keeppackages=0 So the packman repository still should not been added using $ zypper ar <repo-base-url>/packman.repo because this would still add a non-functional repository. I've already asked for, either not copy packman.repo (unchanged) to mirrors or change it to use a working mirror (or a working generic URL if available).
