Yes, it is a 403 using all user agents I can think off, including ZYpp itself. I think the entire mirror really is dead.

curl
http://packman.inode.at/suse/openSUSE_Tumbleweed/Essentials/repodata/repomd.xml
<?xml version="1.0" encoding="iso-8859-1"?>
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN"
        "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd";>
<html xmlns="http://www.w3.org/1999/xhtml"; xml:lang="en" lang="en">
<head>
 <title>403 - Forbidden</title>
</head>
<body>
 <h1>403 - Forbidden</h1>
</body>
</html>

Related sites like mirror.inode.at are also down for a long time.

I'm sorry to keep bringing this up but it is *still* a problem and no-one outside of the packman admins can do anything about it so all I can do is email.

inode.at is still listed as a mirror at http://packman.links2linux.org/mirrors packman.repo still refers to inode.at -- on *all* mirrors, so even if you do 'zypper ar gwdg.de/.../packman.repo' you actually get inode.at

Well, last week I managed to add the packman repository and install vlc and the codecs on a newly installed Leap 15.3 as described here: https://en.opensuse.org/SDB:Installing_codecs_from_Packman_repositories#Option_2:_Zypper
I did not observe any issues.

Cheers,
Thomas

Because those instructions have been updated to specifically avoid using the broken mirror and packman.repo files.
