To complete what has been said here:

There is an ellipsis if performing the action requires additional user
interaction.

Things like "Preferences", "Help", or "About" do usually not have
"..." in the menu entry,
even though they open a new dialog, because the dialog itself is what
user wants to see, not something the user has to interact with before
the actual action is performed.
