Hi,

of course there are Perl based bug trackers, for example Bugzilla but
AFAIK they lack
a couple of nice features Trac has.

Initially I picked Trac because it looked nice, it had a good
integration with SVN
and a built-in and integrated wiki. It had some issues but not enough to make
anyone switch.

Today it is both inertia but so far the alternative people brought up
was switching to the Github bug tracker.

That could work but it needs someone to do the conversion.
