We can change the Makefile.PL once it's branched. Post release I merge
back to trunk, so it would be fine from that point of view I think.

I have spent some more time on Debug::Client making it perl 5.17.8
compatible, it works now. Also win32 issue highlighted by chorny.||
so peter when you just about to 'branch trunk', we will need to tweak
the Padre Makefile.PL also before release to new number. I will also
release it as Debug::Client 0.22.
I have held back on releasing as it is not back compatible with Padre
0.96, ok
