For Debug::Client 0.24 (resolve localhost to 127.0.0.1 problem)
Windows XP works
Windows 7 build 7100 and later wont work

For Debug::Client 0.24_04, all win32 platforms should work. I just tested
it on windows xp and windows 7 ultimate and it installs like a charm.

Please release 0.25 ASAP and let us put this issue behind us :)
