Look for something called "PilotDeRez" which turns a .prc into a mac .rsrc file.
That'll get you part of the way.
Unfortunately, you won't get PICTs or BMPs back out, you'll get Tbmp's which are the
converted Palm-centric bitmap format.
I don't know of anything that will turn a palm bitmap back into a pict. You might be
able to do it with careful copy/paste of the hex in ResEdit. It's not too hard to
figure out where the bits start in a Tbmp. The structure is defined in WindowNew.h
