I have found that closing the Log window for the emulator will sometimes
allow me to start up another debug session.  But then sometimes, it just
seems to be a timing issue, where if I wait long enough after the end of my
previous debug session, I can reload and debug my application.

I do have pretty good luck using the emulator and I'd say it works more than
85% of the time for multiple debug sessions, though once in a while, I will
have to close down the whole IDE to get things going again.
