Yes. prefBeamReceive seems to be unused. The preference is stored
elsewhere, and the prefs panel knows how to turn it on and off (and cause
the IR library to start and stop accordingly... just changing the
preference setting doesn't have a side effect of having it happen.)
The mechanism is specific to the current implementation of the IR library,
and doesn't seem like it was intended to be documented/publicly accessible.
