With the 3.2 Clipper app, it is easy.  Just build PQA using some simplied
HTML based help system and supply it.  You can even launch it
programmatically.  Unfortunately it will work on Palm VII only.

We are hoping that the Clipper app will be released for OS 3.0 and above
minus the Web linking (wireless support) capability.
