  the choice is yours!

  C:

    gcc  - free
    CW   - $$$$  - but "professional" support (ie: company)

  Java:

    KVM  - free
    Waba - ??

  Assembler etc..
  
  based your "budget", i would recommend gcc, everything works,
  however there are a few little things you have to watch out
  for..

  is a windows 95 port of the gcc tools.. it is a good place to
  start.

  i use gcc for my products, and i am not complaining, as it 
  provided everything i need (personally) and best of all is
  free.
