If you go for freeware development tools, you have GCC for the Palm (for programming in C). Look at:

For Java, have a look at Waba and the 'still unstable' KVM.

This is the kind of question that may start a war here :-)

For now, I'd say C is the development language for the Palm. There are very good news by Sun in the Java front. In a few months it should prove a valid platform (this is discussible, I know, but I'm not going to discuss it again). There a few other languages out there, also

Have a look at the archives for good (or at least long) discussions over palm dev languages.
