The latest released this week is 2.1d29, which comes with an upgraded
plugin DLL for the debugger (for Windows).

Make sure that the emulator isn't in the Application Launcher screen
when the debugger starts to download your app into it. That will crash
it. The calculator is a convenient app to start in.

That should work, but also you should sign up for the debug ROMs from
the Palm developer seed program. The emulator plus a debug ROM is an
extremely powerful debugging tool.
