My modem is not strange nor old. The problem is that the
communication between Palm and modem failed BEFORE Palm tries to
send a modem init string, defined in Palm preferences.
Settings of Palm modem preferences are: modem=custom,
speed=9600, parity=no, stop=1, flow control=none, country=USA
(there is no Russia in a country list ), init string=ATI1 (for
test only - it is checksum test command for my modem).

Palm displays the Error 1105 (Modem command error).
Palm tries to send a command ATQ0*NC22V1Z, and modem does not
recognize a part of command beginning with '*'. I don't remember
if any modems I used before recognize this kind of command. The
synchronization failed, and Palm does not send the modem init
string that was defined in preferences.

When I tried to set "Palm V modem" in Palm preferences, the log
was exactly the same as shown above.

Yes. However, I would like to use standard Palm connection
routine intended to be used for communication with Unix etc,
that opens an access to communication for other Palm
applications.
(By the way, when I tried to connect to my ISP through Palm
terminal program (OnLine), I used standard AT commands only, and
successfully established a communication with ISP. But I'm not
sure that such communication may be used by other Palm
application.)
