Setting the time

Question...

I am writing an app that needs to set the time but I don't particularly like
the time setting mechanism built-in to the Palm's datebook.  However, I
noticed that the Preference for setting the time has a different kind of
dialog where you can set minutes and hours more exactly.  Do we as
developers have access to this or do we need to create a dialog that sets
the time this way ourselves?
