What an application is deleted, its preferences are deleted from the
preferences database; the previous answer to the contrary was incorrect.

Yes, because of the previous answer. If an app is deleted, its
preferences are gone, so when your app tries to read the prefs it doesn't
find them and knows this is a "first use". If the prefs are there, the
app has been previously run.
