Adding support at the OS level for proper handling of double-byte
characters is (currently) a huge undertaking. I'd recommend you first try
to get a viewer app going; something that displays Chinese text using your
own font or bitmaps or whatever.
Also note that there are already a number of Chinese hacks available for
the Palm OS. You might want to search the major Palm software sites before
starting on your project.
