Yeah, I can't download the files either. I've been talking with the guy who's in
charge of the SDK, who's looking into moving the files to a better FTP site.

Subject: 3.1 SDK Download
I'm trying to get the newer 3.1 SDK downloaded, but can't get the download going
in IE 5 or NT 4.0 FTP (via the command prompt).
Can care to share what client they used (I was hoping to avoid the time in
downloading/setting/configuring Netscape)? My NT 4.0 FTP times out after 3
minutes 23 seconds.
