Are you sure it's not getting linked in at all, or is your small icon
just not appearing in the Launcher screen? Try using Insider to verify
if the resource is getting linked, and see if the bytes are exactly the
same as in your .r file.
There's been a known bug in CW where the linker would swap the bytes in
the first few words of an icon or bitmap resource. This would cause the
small mode icon to not appear in the Launcher.
Try changing your first few resource bytes from this:
$"000F 0009 0002 0000 0000 0000 0000 0000"
to this:
$"0F00 0900 0200 0000 0000 0000 0000 0000"
