There is a Windows application called "EZSource" in our SDK; it'll take a
constructor-generated resource file and create the code template to go
around it.

That isn't a direct answer to your question, since you were wanting one
that worked with the text-based resource format used by the gcc toolset,
but it is close, and perhaps could meet your needs.
